As of my last knowledge update in January 2022, OSP (Other Service Provider) License is issued by the Department of Telecommunications (DoT) in India. OSP registration is mandatory for companies that provide services like tele-banking, tele-medicine, tele-education, and other IT-enabled services. The objective is to regulate and monitor communication services provided by entities other than telecom service providers.

Here are the general steps involved in obtaining an OSP license from the DoT:

1. **Determine Eligibility:**
– Identify if your company falls under the category of an Other Service Provider as defined by the DoT.

2. **Choose OSP Category:**
– Determine whether your company falls under Domestic OSP or International OSP category based on the nature of services provided.

3. **Prepare Documentation:**
– Gather the necessary documents, including:
– Company incorporation documents.
– Memorandum and Articles of Association.
– Network diagram showing the OSP location and connectivity.
– Board resolution authorizing the application.
– Details of services to be provided.

4. **Submit Application:**
– Submit the OSP registration application to the respective Telecom Enforcement Resource and Monitoring (TERM) Cell of the DoT. The application can usually be submitted online.

5. **Application Fees:**
– Pay the prescribed application fees along with the submission of the application. The fees may vary based on the type and scale of services.

6. **Verification:**
– The TERM Cell may verify the information provided in the application, including the network diagram and other relevant details.

7. **OSP License Issuance:**
– If the application is approved, the DoT issues the OSP license. The license will specify the terms and conditions under which the OSP can operate.

8. **Compliance:**
– Ensure compliance with the terms and conditions mentioned in the OSP license.
– Adhere to security and privacy guidelines laid down by the DoT.

9. **Renewal:**
– OSP licenses typically need to be renewed periodically. Ensure timely renewal to avoid any disruptions in service.

10. **Security Deposit:**
– Some OSPs, especially International OSPs, may be required to furnish a security deposit as part of the licensing requirements.

It’s essential to stay updated with the latest guidelines and regulations issued by the Department of Telecommunications, as requirements may change. For the most accurate and up-to-date information, it’s recommended to directly check with the DoT or consult with professionals who specialize in telecom regulations in India. Additionally, the status of regulations may have changed since my last update in January 2024.
